HAS  NO AUTHORITY
TO NEGOTIATE
















During Friday's [4/9/04] halt in fighting, members of Iraq's U.S.-appointed Governing Council ["puppet regime"] met with representatives from Fallujah to discuss a way to reduce the violence.  U.S. officials did not take part in those meetings
















The Iraqi fighters are not "insurgents"
or "remnants of the regime"
-- they are IRAQIS FIGHTING FOR THEIR COUNTRY.
 
AND IT IS THEIR COUNTRY
[no ambiguity here as to
what the meaning
of the word IS is.]
